Even if your parents are not Americans, you can still gain birthright citizenship if you're born in the US. The only acception to this rule is if your parents are in the US working for the government of another country such as working for an embassy.

If you were not born in the US, a US territory, a US military base, or any land owned by the US for that matter, then you can obtain citizenship by naturalization. Becoming a citizen of the United States through naturalization is a very long and hard process.
